Simulate the arrival of a SOH diagnostic

Simulates a diagnostic arriving, so you can test your integration without a real vehicle. Reserved for OpenHive Sandbox subscriptions.
The vin picks the scenario — an unknown one is rejected with a 400 listing the
valid VINs. Your webhook then fires and the report becomes readable, exactly like
a real diagnostic.

The provided externalId is already used with a different VIN or subscription — reuse it with the same VIN to exercise idempotent replay, or pick another one.
Validation error (see the violations array), or no partnerAccountId is configured for this subscription (no violations, explicit detail).
